General questions


1. What is the aim of SIEF (Substance Information Exchange Forum)?

The aim of SIEF is to facilitate the exchange of information between potential registrants necessary for the registration of the same substance in order to avoid duplication of studies and to agree on the classification and labelling (C&L) of the substance. The SIEF also serves as a platform for data holders to share their substance data/studies. Moreover, when the available information is not sufficient for registration, a SIEF collectively identifies the need for further studies.

2. What is the role of ECHA in SIEFs formation?

ECHA will not participate in the discussions between potential registrants and will not play a role in confirming or rejecting the creation of a particular SIEF. Each potential registrant should be aware of the identity of the substances manufactured and imported. It is therefore up to manufacturers, importers and only representatives to take the responsibility for defining precisely the substance for which a SIEF will be formed.
They are furthermore free to choose how they communicate and organise themselves in the Pre-SIEF.

3. What is the difference between a SIEF (Substance Information Exchange Forum) and a consortium or other options of cooperation in the SIEF framework?

A SIEF itself has no prescribed legal form. It is a group of potential registrants, downstream users and third parties (according to Article 29 of the REACH Regulation) that have an interest in the same substance and thus may have data sharing duties or data sharing opportunities under REACH.
The REACH Regulation does not impose any obligation on SIEF participants to form or join a consortium or any other form of cooperation agreement. Thus, participation in a SIEF is mandatory for legal entities specified in Article 29 of the REACH Regulation, whilst membership of a consortium or any other form of cooperation agreement is entirely voluntary. If some or all participants of one or more SIEF(s) decide to form a consortium, they are free to determine their arrangements regarding scope, purpose, duration, conditions for membership or leaving etc. as long as these do not contravene Community competition rules. In addition, it is important to note that when a SIEF has members that are not part of a consortium or another form of agreement, the members of the consortium must nevertheless cooperate with the SIEF participants that are not participants in the consortium or agreement. 4. I have a pre-registered substance which I do not intend to register. Can I become a member of the SIEF for this substance?

Yes, you can become a member of the SIEF. REACH-IT automatically places companies who have pre-registered substances with either the same name or chemical identifiers in the same pre-SIEF. However, pre-registrants should keep in mind that as SIEF members they may be asked by other participants in the SIEF for information required for the purpose of registration and, if they are in possession of such information, they will have to supply it.

7. What is SIEF-IT?

SIEF-IT is an information science program that has been elaborated by the team of specialists being experts on all Reach Regulation requirements. It is solely and exclusively intended for running Substance Exchange Information Forums (SIEFs) according to REACH requirements.

8. Why should I trust SIEF-IT?

Because it is one and only uncomplicated and user friendly system that facilitates SIEF communication. SIEF-IT system with its functionalities has been carefully designed for the needs of SIEF Forums and their users such as Producers, Importers and Downstream Users as well as Data Holders and Experts of all chemical substances that have been brought onto the European Union market after 1st June, 2008.

9. What is the role of SIEF-IT in the process of substance registration?

What we offer to SIEF members is virtual space for substantial exchange of information and for establishing the mutual relations, particularly through division of roles and tasks between Legal Entities having interest in collective registration of the substance or group of substances. The Users of our forums make independent decisions about mutual relations and division of roles and tasks on their way to collective registration of chemical substances.
SIEF-IT also offers a specially designed space at our forum that serves SIEF Formation Facilitators and Lead Registrants-LR to lead the discussion in chosen and limited group of SIEF users.

10. How is SIEF Forum built within SIEF-IT system?

Each pre-registered chemical substance creates a separate forum that enables to establish substantial agreements between Legal Entities having interest in the same substance in order to obtain a collective actual registration.
The main Forum (SIEF) of each chemical substance is divided into five sub-forums:

-SIEF POLLS & SURVEYS
-LR & SFF FORUM
-SUBSTANCE FORUM
-EXPERTS’ FORUM
-DATA HOLDERS’ FORUM

11. What is the annual fee for a potential registrant to have an access to one SIEF within SIEF-IT system?

The annual fee for the potential registrant is comparable with the maintenance of standard commercial internet account and amounts about €30 per year.
However, due to a specific character of SIEFs it is only possible to pay fee for the whole period of running SIEFs till June 2018 and it amounts €250.

13. I am a new person responsible for SIEF-IT account in my company. What should I do first?

Sign in to your company’s SIEF-IT account using correct Username and Password. Change User data in Data tab in order to avoid misunderstandings while contacting SIEF-IT Customer service. Check the account status in Available SIEFs tab.

14. I act as Lead Registrant. Can I use SIEF-IT system for SIEF communication?

Yes. SIEF-IT system aims at facilitating your cooperation with your SIEF members. We invite you to contact us for details at office@sief-it.com.

Data Holder/Expert


15. What is the purpose of data sharing?

The rules on data sharing and avoidance of unnecessary testing are contained within Title III of the REACH Regulation. Article 25th sets out the objective of these rules, which is to reduce testing on vertebrate animals (such tests shall be carried out only as the last resort) and to avoid the duplication of tests, thus reducing the costs for industry and increasing the efficiency of the registration system.

16. Who can become a data holder in a SIEF?

A data holder is any person holding information/data relevant to a phase-in substance and willing to share it.
Data holder can sign up in REACH-IT with a view of becoming a participant in the SIEF for particular substance. He can provide information to other SIEF members or submit to ECHA any or all of the relevant information listed in Article 28(1) of REACH regulation. The following entities might have the status of data holder:
- Manufacturers, importers and only representatives of non-EEA manufacturers of phase-in substances in quantities less than 1 ton per year who have not been pre-registered.
- Downstream Users of phase-in substances.
- Third Parties holding information on phase-in substances.

17. I have data/tests relevant for registration. How can I use SIEF-IT?

SIEF-IT system offers Data Holders possibility of easy presentation and offering information concerning available tests. Please contact us for details at tests@sief-it.com

18. Can I use SIEF-IT to provide specialist knowledge and experience to SIEF members?

Yes, SIEF-IT system offers special sub-forum for Experts enabling them active support towards SIEF members within a single information exchange platform.

19. How to upload my pre-SIEF XML file?

After importing the XML file from your REACH-IT account, you have to upload XML file in Join your SIEF tab.

In case of losing your Password use Password Recovery function to define new Password to your SIEF-IT account.
